Ocean Reef is located within the City of Joondalup. The name was coined by developers in the 1970s from the line of a reef visible several kilometres offshore. The name was formally adopted in 1974, replacing the prior name of Beaumaris, a name still retained by one of the shopping centres and one primary school.

 

The suburb is divided in two by Hodges Drive, with the development to the south often referred to as 'old' Ocean Reef (there are only a few years between the two). The boat harbour sits on this midway point at the western end of Hodges Drive, and there is a shopping centre in each end of the suburb - Beaumaris Shopping Centre in the north and Ocean Reef Shopping Centre to the south. Roadworks have recently been completed to extend the foreshore road from Hodges Drive (south) to Shenton Ave (north), extending the 'Sunset Coast' drive into the adjacent suburb of Iluka.

Plans have been in development for several years to expand the Ocean Reef Boat Harbour into an entertainment centre to help with the overspill from the popular Hillarys Boat Harbour development to the south. Delays with this development are exacerbated at the moment by the lack of an elected council in the city of Joondalup, due to their sacking by the local government minister some two years previously.

 

There are different opinions as to this expansion. Many people want it to be kept as just a public launching ramp for boats and a small fishing harbour, whereas other people want it to be more "modernised" and for some clost to home entertainment.

Ocean Reef is served by three primary schools (Beaumaris Primary, St Simon Peter Catholic Primary, and Ocean Reef Primary).

A dune walkway and cycle path hugs the coast from south to north, offering access to several small beaches, picnic areas, rest stops, and access paths into the suburb itself. A large protected dune area which is at times around 400 hundred metres wide separates the houses from the Indian Ocean.

Ocean Reef Marina

To develop a Concept Plan and Structure Plan that details how the Ocean Reef Marina site should be developed and how it should look in the future. At its Special Meeting held 5 May 2009 Council endorsed a “concept plan” for the development of the Ocean Reef Marina site. The plan is a vision for the future and illustrates what the maximum potential is for this prestigious coastal site. The site has always had the potential to house a world-class facility and the State Government recognised this potential by providing a grant to allow the City to develop, as part of the process, a concept plan of its vision for the site.


The concept plan has been developed using feedback and input from the Community Reference Group, Ocean Reef Marina Committee (of Council) and the Ocean Reef Marina Steering Committee.


Based on input from the above, the key issues identified in developing the Ocean Reef Marina site were the provision of:

 

An iconic marina development accessible to all residents
First class boating facilities and infrastructure
Quality marine recreation facilities
Best practice environmental conservation and preservation

 

The Ocean Reef Marina development has the potential to provide the City’s residents with a world class recreational, residential, boating and tourism marina development that encapsulates high levels of environmental sustainability, community amenity and delivers economic growth and social benefit.


Preliminary studies and research in the areas of environmental impact and sustainability, structure planning, coastal engineering and hydrology, and financial and commercial viability have been completed and indicate that the site does have the potential for a development of this nature.


Following release of the Concept Plan, a number of enquiries have been received by the City on a range of issues including financial and commercial viability, car parking, boat pens and commercial/ business opportunities.


In conjunction with the endorsement of the concept plan the City of Joondalup also endorsed a number of project philosophies and key parameters relating to the Ocean Reef Marina development. The philosophies and parameters are the basis for guiding the development and include:

Governance and Fiscal Responsibility
Liaison Protocol
Commerciality

 

Marina Community Survey
Following a decision from Council to proceed with the project, the City will embark on the approvals processes which require the development of a Business Case and Structure Plan and, working closely with the relevant Government agencies, obtain the necessary environmental approvals for the Ocean Reef Marina project. This is a lengthy process that will require further detailed studies to be undertaken.
